The Denver Office of Economic Development (OED) is dedicated to advancing economic prosperity for the City of Denver, its businesses, neighborhoods and residents. Working with a wide variety of community partners, OED operates to create a local environment that stimulates balanced growth through job creation, business assistance, housing options, neighborhood redevelopment and the development of a skilled workforce.

OED facilitates the development of viable urban neighborhoods by providing quality affordable housing, an enhanced living environment, and expanded economic opportunities for low- and moderate-income residents. The Office offers finance assistance for residential housing, technical assistance for neighborhood revitalization, asset management and compliance assistance, and finance assistance for developers.

Freddie Mac

Freddie Mac is proud to play a leading role in supporting the federal Making Home Affordable Program with the Freddie Mac Relief Refinance MortgageSM and our implementation of the Home Affordable Modification Program. Through these initiatives, we are working with Take Root Denver to help homeowners, stabilize the Denver community, and ensure that mortgages remain available and affordable.

Our top priorities are providing essential liquidity to the market and helping to stem the foreclosure crisis. Over the past decade, Freddie Mac has invested approximately $124 billion in home loans, helping 795,200 Colorado families own or rent a home.

Denver Neighborhood Revitalization, Inc. (DNRI)

Denver Neighborhood Revitalization, Inc. is a Colorado non-profit committed to the improvement of Denver’s neighborhoods through the acquisition, rehabilitation and resale of foreclosed properties. In partnership with Habitat for Humanity of Metro Denver and the Colorado Housing Assistance Corporation, DNRI will provide sites for the construction of new housing affordable to households making from 50% up to 120% of area median income. Colorado Housing Assistance Corporation will be providing critical homeownership counseling and down payment assistance to the buyers of these rehabilitated homes. Neighborhoods include:

  • Barnum (6th Avenue on north, Alameda Avenue on the south, Federal Boulevard on the east and Perry Street on the west)
  • Westwood (Alameda Avenue on the north, Mississippi on the south, Federal Boulevard on the east and Sheridan on the west)
  • MarLee (Mississippi on the north, Jewell on the south, Federal on the east and Sheridan on the west)
  • Green Valley Ranch (north of Interstate 70, south of Denver International Airport and east of Montbello. (56th Ave, Picadilly, 40th Ave/38th, Chambers)

Habitat for Humanity of Metro Denver (Habitat)

Habitat will be developing housing affordable to households at or below 50% of the area median income on foreclosed parcels purchased through the Neighborhood Stabilization Program. Eligible homeowners will be identified through the Habitat approval process.

Colorado Housing Assistance Corporation (CHAC)

The Colorado Housing Assistance Corporation will be providing eight (8) hours of homebuyer counseling to purchasers of Neighborhood Stabilization Program properties. CHAC will also provide down payment assistance to eligible homebuyers.

The Neighborhood Development Collaborative (NDC)

The Neighborhood Development Collaborative (“NDC”) is a Colorado corporation made up of six local nonprofit entities. The three participating partnerships include: Del Norte Neighborhood Development Corporation, NEWSED Community Development Corporation, and the Northeast Denver Housing Center. The Denver Housing Authority serves as Manager of the Neighborhood Development Collaborative. NDC was selected to implement the City of Denver’s Neighborhood Stabilization Program with three areas of focus:

  • Single Family Acquisition and Rehabilitation and sale
  • Low Income Rental
  • Acquisition and Land Banking

Colorado Housing Counselor Coalition

 The CHCC coalition is a non-profit organization founded in 1980. Housing counselors and interested for-profit housing professionals in Colorado have joined together to simplify the process of providing information about a variety of housing-related issues.

Del Norte Neighborhood Development Corporation

NEWSED Community Development Corporation and the Northeast Denver Housing Center are the lead agencies in the Single-family acquisition and rehabilitation program as well as providing homeownership counseling services. Neighborhoods include:

  • Northeast Park Hill (52nd Ave/48th Ave, Quebec, 32nd Ave, Colorado)
  • Skyland (32nd Ave, Colorado, 23rd Ave, York )
  • Montbello (56th Ave ., Chambers, 40th Ave, Havana)
  • Elyria/Swansea (52nd Ave/54th, Colorado, 40th Ave, Clarkson)
  • West Colfax (18th/20th Ave, Federal, approx. 11th Ave, Sheridan)
  • Villa Park (approx. 11th Ave, Federal, 6th Ave, Sheridan)
  • Athmar Park (Alameda, S. Platte River, Mississippi, Federal)

Denver Housing Authority

As a HUD Approved Counseling Agency, Denver Housing Authority (DHA) has provided pre-purchase counseling and education for over 16 years.

Clients are eligible to receive one-on-one case management in the areas of budgeting, credit repair, and debt reduction. DHA also completes mortgage qualifying assessments, provides referrals to organizations with down payment assistance, and provides referrals within the real estate and lending communities.

In addition, DHA offers monthly Homebuyer’s Club and CHFA-approved (Colorado Housing and Finance Authority) first time home buyer classes.

NEWSED is a Community Development Corporation (CDC), which has served the Denver Community for over 37 years.
